EAC Certificate // Certification for EEU States

An EAC Certificate is proof of EAC Compliance. As such, an EAC Certification or EAC Declaration confirms to the manufacturer that the certified products comply with the requirements of the Technical Regulations (TR CU/TR EEU) of the Eurasian Economic Union (EEU States).

An EAC Certificate or an EAC Declaration is entered into the Unified Register by a certification service provider accredited in the member states of the Eurasian Economic Union. The abbreviation E-A-C Certificate stands for: Eur-Asian-Conformity Certificate.

The Eurasian Economic Union is a trade and economic union between Russia, Kazakhstan, Belarus, Kyrgyzstan and Armenia. The common customs tariff regulations, standard trade regulations, and harmonized Technical Regulations apply on the territory of the EEU States.

EAC Certificate // Certification for EEU States

EAC Certificate for EEU States

The EAC Certification denotes goods that meet the safety requirements of the EEU States. As soon as the conformity with the requirements of the Technical Regulations has been confirmed by an EAC Certification, the products can be sold throughout the entire customs territory of all EEU States.

In general, no further national approvals, such as GOST Certificate or TR CU Certificate, are required. The EAC Certification is carried out according to the regulations of the Eurasian Economic Union (EAC States) for different product groups. EAC Certifications as such are regulated by the EAC Standardization System of EEU Member States and can only be executed by certification service providers located in EEU States.

Application of EAC Certification

An EAC Certification or EAC Declaration is required for all product groups noted in the standard list of products which are liable to certification or declaration within the EEU States according to the EEU Commission Decision N620.

For the product groups not covered in this list, national certification regulations may apply when exporting to Russia and EEU States. The Eurasian Economic Union is an international association responsible for regional, cultural, and economic development and integration among individual EEU States.

The goal of the Eurasian Economic Union is to strengthen competitiveness and economic cooperation among the individual member states. With the establishment of the EEU, free movement of goods and services is made possible.

The Eurasian Economic Commission was established on 02/02/2012 and is considered the permanent supervisory authority of the Eurasian Economic Union. The Eurasian Economic Commission pursues the regulatory policy among individual states of the EEU in the field of mandatory and voluntary EAC Certification.

An EAC Certificate of the EEU States contains the following information:

  • Information about the Product

The EAC Certificates of Conformity of the individual EEU States have the same legal effect in all member states of the Eurasian Economic Union. Issued EAC Certificates and EAC Declarations are registered in a unified online register of the Eurasian Economic Union. An EAC Certificate is printed on a special and multi-protected certificate template.

Number of the EAC Certificate

Each EAC Certificate has a unique certificate number, through which each EAC Certificate can be clearly verified in the Unified Register of certified products.

  • RU stands for the Exhibition Country (Russia)
  • C stands for Сертификат (Certificate)
  • DE stands for Country of Manufacture (e.g. Germany)

  • A/B: A - for one-part Certification and B - stands for Serial Certification
  • The last five digits is the Number of the EAC Certificate

Number of the EAC Declaration

Each EAC Declaration has a unique Declaration number, by this number each EAC Declaration can be uniquely verified in the Unified Register of declared products.

Documents for EAC Certification 

Depending on the safety requirements of the Technical Regulations, different documents and records are required for an EAC Certification or EAC Declaration.

In general, the following documents and records are required:

Depending on the product type and certification period, additional documents and records may be required. The certification begins with the compilation of the required documents. Depending on the product group, the Technical Regulations and the nature of the product, the required documents and documentations may differ. Therefore, the documents and records for EAC Certifications or EAC Declarations are put together individually for each certification process.

EAC Declaration for Export to EEU

An EAC Declaration confirms that the declared and certified products are approved for export to Russia and the Eurasian Economic Union in accordance with the safety requirements of the Technical Regulations (TR CU) of the EEU States. This means that a German or European exporter can export his products to Russia and all member states of the EEU. In general, there is no national EAC Certificate required. 

An EAC Declaration or EAC Certificate is registered in the Unified Register of EEU States by an EAC certification organization that is located in one of the EEU Member States. The registration in the Unified Register is mandatory in order to place products and goods on the EEU Market.

Difference between EAC Certificate and EAC Declaration

An EAC Certificate certifies compliance with the Technical Regulations of the EEU States. EAC conformity and quality assurance of the products is testified by the certification service provider. Thus, the responsibility for the quality of the products lies with the manufacturer and with the certification service provider. The EAC Declaration is a proof of conformity and is issued based on the manufacturer's or importer's statements or information. 

Thus, it declares the compliance with the requirements of the Technical Regulations of the Eurasian Economic Union. This is how the two types of EAC conformity assessments, i. e. EAC Certification and EAC Declaration, are distinguished.

An EAC Certificate of Conformity is issued on an official certification template. An EAC Declaration proofs that the minimum safety requirements of the Technical Regulations of the EEU States are met and is printed on a DIN A4 sheet in a form prescribed by law. EAC Declarations and EAC Certificates are issued either for single deliveries or for serial deliveries and for a period of 1 to 5 years. EAC Declarations and EAC Certifications can be issued simultaneously in compliance with the provisions of several Technical Regulations.

EAC Certification is carried out on the analytical basis of technical documents and records, internal company test protocols, test protocols of accredited testing laboratories, as well as on the basis of an EAC production audit.

Schemas of EAC Certification 

The EAC Certificate or EAC Declaration is carried out according to the different EAC Certification Schemes or EAC Declaration Schemes. The selection of the certification scheme or declaration scheme depends on the characteristics of the product, the application of Technical Regulations and the type of delivery. Certification schemes and declaration schemes are descriptions of the possible EAC approval processes and therefore included in the Technical Regulations of the EEU States.

The selection of the EAC Certification Scheme or EAC Declaration Scheme, and thus the type of certification process or declaration process, depends on the nature of the goods and the type of delivery (batch delivery or series production). The EAC Certification Schemes or EAC Declaration Schemes of EAC Conformity Assessment according to the Technical Regulations of the EEU are structured similarly to the modules of CE Conformity Assessment of the EU Directive 768/2008/EC. 

Process of EAC Declaration

As a rule, the EAC Declaration is carried out either by the manufacturer, the importer or an authorized contractual person and then entered in the Unified Register of the EEU accreditation authority. Various EAC Declaration Schemes are applied for issuing the EAC Declaration. A distinction is made between EAC Declaration for serial production and EAC Declaration for single deliveries. An EAC Declaration for series production can be issued for a period of 1 to 5 years.

EAC Declaration with respect to the safety requirements of Technical Regulations of the EEU is carried out on the basis of test protocols and sample products. In order to be compliant with the provisions of the Technical Regulations, the registration of an EAC Declaration can only be made by an applicant / contractor for EAC Declaration located in one of the EEU States.

Thus, authorized representation becomes necessary. We can solve this matter by providing the services of a contracting person in the EEU States. The Technical Regulations clearly define whether a product is required to hold an EAC Certificate or an EAC Declaration.

Schemes of EAC Declaration

In the technical works of the EEU States, EAC Declaration schemes are included. The EAC Declaration schemes are selected depending on the specifics of the goods, the scope of supply and the type of production. The EAC Declaration schemes of EAC Conformity assessment according to the regulations of the Technical Regulations of the Eurasian Economic Union are comparable with the modules of CE Conformity assessment according to the EU Directive 768/2008/EC.

Authorized Representation for EAC Certification

The Eurasian Economic Union regulations require that the manufacturer must have a place of business in the EEU Common Economic Territory in order to apply for EAC Certification or EAC Declaration. Thus, an authorized representative of the manufacturer is required for the application and implementation of EAC Certification or EAC Declaration Processes in the EEU States.

The authorized representative must be based in one of the member states of the EEU (customs union between Russia, Kazakhstan, Belarus, Kyrgyzstan and Armenia). Often the applicant is a distributor of the manufacturer from one of the states in the EEU. It is important to take into account that, after completion of the process, only this distributor owns the exclusive right of sale for the whole EAC Certification period and must therefore issue an authorization of sales activity for all other distributors.

In such situations, the manufacturer becomes dependent on its business partner who acted as the manufacturer's authorized representative during the EAC Certification or EAC Declaration. If you wish to remain independent of individual trading partners, we can provide you with a legal Contracting Person for EAC Certification. This task can be performed by our Russian offices in Moscow or Novosibirsk. 

After successful EAC Certification or EAC Declaration, we will issue an authorization of distribution activity in Russia and EEU States to all your business partners. If you decide over time to cancel contracts with distributors or to hire new ones, we will support you in all matters and either withdraw authorizations or issue additional ones.

Production Audit for EAC Certification

For the EAC Conformity Assessment of certain product groups, a mandatory Production Audit for EAC Certification is required at the manufacturer's facilities, according to the Technical Regulations. Usually, a production audit is required for EAC Certifications that encompass serial productions of one year.

The audit is conducted by an accredited certification service provider at the manufacturer's production facilities. During the audit, production processes and production conditions are examined. The assessment of the quality of products and the EAC approval of goods is based on the analytical part of the EAC Production Audit. The process of the EAC Production Audit is regulated according to the regulations GOST-R 54293-2010 - Production Audit for EAC Conformity Assessment.

Inspection Control for EAC Certification

Depending on the product group and Technical Safety Requirements, the respective products are subject to different inspections. For some product groups, a document check is perfectly sufficient, while for the other product groups, an audit of the manufacturer's production facilities is required.

According to the requirements of the Technical Regulations, a periodic monitoring of the quality of products is prescribed for certain product groups, even after successful EAC Certification. This involves checking that the product is properly marked with the EAC Mark and that the product continues to meet the safety requirements of the Technical Regulations. Monitoring the quality of products takes place annualy as an Inspection Control for EAC Certification.

The yearly inspection control is a systematic and permanent verification of the EAC Conformity and provides the basis for maintaining EAC approval of approved products. Inspection control is only mandatory for EAC Certification that deal with serial production of one year or more. For EAC Declarations, external monitoring is not required.

Cost and Duration of EAC Certification

EAC Certification or EAC Declaration is often considered a mere formality. However, it is an complex approval process that takes many factors into consideration.

The duration of EAC Certification or EAC Declaration depends on several factors:

Acquiring an EAC Certificate or Declaration can take several weeks. The exact certification conditions are always determined individually for the project of EAC Certification in Russia or EAC Declaration for Russia. The cost of EAC Certification is composed of several factors: the requirements of the Technical Regulations of the EEU, the number of tests necessary, the design and composition of the products, and also whether all required source documents are available in the correct language.

Furthermore, it is necessary to identify the number of products to be inspected and whether additional testing is required (inspections, audits or proof of the quality management system in the company). Also, the number, design and composition of the products are taken into consideration. The prodecure, according to which each product group has to be certified, is clearly defined in the Technical Regulations of the Eurasian Economic Union.

EAC Certificate for Kazakhstan

The Republic of Kazakhstan is located in Central Asia, bordering China and Russia. Kazakhstan is a very strong growing market economy and has great potential for German exporters. Kazakhstan is a member state of the Eurasian Economic Union (EEU States). For a German or European exporter, this means that all EAC Standards and GOST Standards of the Technical Regulations of the Customs Union are equally valid for the Kazakh economic area as for all other member states of the Eurasian Economic Union.

This means that the products to be exported only need to be certified or declared once and can consequently be sold throughout the entire economic territory of the Eurasian Economic Union (EEU).

Most products exported to Kazakhstan are considered EAC compliant for the entire EEU Economic area through the EAC Certification for Kazakhstan. However, there are some exceptions in certain cases. In these cases, additional EAC Approvals or EAC Certificates become necessary. An EAC Certificate for Kazakhstan is equally recognized in Russia, Belarus, Armenia and Kyrgyzstan.

EAC Certificate for Belarus

Belarus (also called White Russia) is a member state of the Eurasian Economic Union (EEU). Thus, exports to Belarus are certified according to the Technical Regulations of the Customs Union. Still, there are a number of products that require a special EAC Certificate in Belarus. These are, for example, special regulations for hygiene products, special wire ropes, or certain high-voltage equipment.

These products have to undergo an additional examination. The Belarusian authority Gospromnadzor is responsible for the examinations and EAC Approvals. Gospromnadzor is responsible for monitoring state regulations in Belarus. Its aim is to protect the life and health of Belarusian citizens. An EAC Certificate for Belarus is equally recognized in Russia, Kazakhstan, Armenia and Kyrgyzstan. Most products exported to Belarus are considered EAC compliant throughout the EEU Economic area through the EAC Certification for Belarus.

EAC Marking

According to the regulations of the EEU Member States, almost all product groups of certified or declared products have to war the EAC label. Therefore, the certified or declared products must be labelled with the EAC Mark of Conformity. The EAC Marking demonstrates EAC Compliance with the minimum safety requirements of the Eurasian Economic Union Technical Regulations (TR CU/TR EEU).

The requirements for the EAC Mark of Conformity regarding the compliance with the EAC Technical Regulations of the Eurasian Economic Union were established in the Eurasian Economic Union Commission Decision N711. In order to access the EAC market of the EEU states, the EAC marking of goods and products according to the mandatory EAC certification requirement in compliance with the Eurasian Economic Union EAC Technical Regulations is mandatory. Placing goods and products on the market without EAC Marking is punishable by law and will be prosecuted in the EEU States. The EAC Mark of Conformity is an additional proof of the quality of the goods.

Validity and Legal Basis of EAC Certification

The issuance of an EAC Certificate or an EAC Declaration is either contract-related or series-related. For the contract-related deliveries, a one-time EAC Certification or EAC Declaration is performed. For the serial deliveries, an EAC Certification or EAC Declaration is carried out for the serial production. EAC Certification or EAC Declaration for serial production can be issued for 1 to 5 years.

With the introduction of EAC Certification and EAC Marking, the standardization system of each EEU State has been fundamentally reformed. Through the reforms of the standardization system of EEU Member States, the processes, rules and regulations of approval of all product groups in all member states of the Eurasian Customs Union have been harmonized.

With the harmonization of national safety standards, the previous national regulations such as GOST Certification and TR CU Certification have lost their importance and have been permanently replaced by the new Technical Regulations of EEU States.
