EAC Certificate for Food and Beverages

An EAC Certificate for Food Products confirms to the manufacturer that the products / goods are compliant with the Unified Technical Regulations of the Customs Union (TR CU / TR EEU). The EAC Compliance is confirmed with an EAC Certificate or an EAC Declaration. An EAC Certificate is an official proof of compliance with standards and allows export to Russia and EEU States. EAC Certification for Food is carried out in accordance with the provisions and requirements of the Technical Regulations of the EEU States (Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan).

The provisions of the Technical Regulations on Food Safety contain legal safety requirements concerning the production, transport, storage and disposal of foodstuffs.

The EEU Technical Regulations were developed for the purpose of unifying mandatory food requirements on the territory of the Eurasian Economic Union.

The aim of the TR CU Technical Regulations is to protect the health and life of citizens in the Eurasian Economic Union.

EAC Certification of Food and Additives

Confirmation of EAC Compliance with the provisions of the Technical Regulations is carried out by:

The Technical Regulations of the EEU States establish minimum safety requirements for the production, storage, transportation, labeling and disposal of food.

The aim of the legal regulations is the protection of human life and health, the environment, as well as the prevention of deception of the buyer by misleading information. The safety of food must be ensured during the minimum durability periods when used as intended.

The relevant limits for food are contained in the respective annexes to the regulations.

Disease-causing agents and toxins that can harm the health of humans and animals are not permitted in food. Compliance with the minimum requirements of the Technical Regulations is a prerequisite for export to Russia and EEU States.

Manufacturers are obliged to provide the following information:

EAC Certificate for Food and Additives

An EAC Certificate officially confirms to the German exporter that EAC certified foodstuffs comply with the requirements of the Technical Regulations of the EEU States.

Products subject to EAC Certification and EAC Declaration are handled in accordance with the provisions of the Eurasian Economic Union Commission Decision N620 of April 7, 2011, and are subject to mandatory certification and declaration, respectively.

EAC Declaration for Food and Additives

An EAC Declaration is a statement by the manufacturer that the EAC declared food complies with the minimum safety requirements of the EEU States' Technical Regulations.

The manufacturer or the authorized representative must apply for the EAC Declaration, after which it is listed in the Unified Register of EEU States by an accredited certification body located in the EEU States.

Confirmation of EAC Conformity with the safety requirements of the EEU States can be made by the following documents and records:

  • Internal Company Test Records
  • Test Reports from an External Accredited Testing Body

An EAC Declaration is performed by an accredited certification service provider at the request of the applicant. An EAC Declaration must be entered into the Unified Register of EEU States by a certification body established and accredited in the EEU Member States.

An EAC Declaration has equal legal force and is valid for the entire EEU Community. In addition to the EAC Declaration, a GOST Certificate can be applied for, this is done by the applicant's own initiative. The GOST certified products can be marked with the GOST Mark of Conformity.

It is possible to perform GOST Certification for all product groups in addition to EAC Certification or EAC Declaration. Additional GOST Certification is a proof of quality for the certified products.

State Registration of Food

Foodstuffs imported for the first time into the Common Customs Territory of the EEU States as well as specialized foodstuffs are subject to State Registration. State Registration is also required for new types of food products. These are foods produced with new technologies, production processes and with ingredients that have never been used before. Such foods and additives must be inspected and registered before export to Russia and EEU States.

These are usually the following types of food:

  • Foods for Infant Formula, Including Water
  • Products for Dietetic-Therapeutic and Dietetic-Preventive Nutrition
  • Mineral Water with a Mineral Content Greater than 1 mg / dm3
  • Food for Pregnant and Breastfeeding Women

Furthermore, manufacturing facilities that process products of animal origin are subject to State Registration.

  • Collection of Raw Milk, Raw Dairy Cream and their Processing

The Certificate of State Registration confirms the EAC Conformity with the sanitary-hygienic regulations of the Eurasian Economic Union to the German or European manufacturer. In the Russian Federation, the issuance of the Certificate of State Registration is carried out by the Federal Agency for Consumer Protection and Rights (Rosspotrebnadzor). Without the Certificate of State Registration of products it is not possible to organize export to Russia and EEU States.

State registration in Russia is carried out by the certification bodies accredited with Rosstandard or Rosspotrebnadzor. During the registration process, the production documentation and laboratory tests are analyzed. In special cases, an audit is required at the manufacturer's production facilities. Valid Certificates of State Registration are entered into a unified register.

Veterinary and Hygienic Control of Food

All unprocessed foods of animal origin are subject to hygienic control. Hygienic control is carried out by certain authorities in accordance with the legal requirements of the respective member states of the Eurasian Economic Union. EAC Approval of food products is carried out by accredited bodies located in the Eurasian Economic Union. Information on registered food products is listed in the State Register and is freely available to all citizens of the Eurasian Economic Union via the Internet. In addition, the Technical Regulations TR CU 034/2013 On Safety of Meat and Meat Products and TR EEU 040/2016 On Safety of Fish and Fish Products must be observed.

EAC Certification of Tobacco and Alcohol

EAC Certification for Tobacco Products and Alcoholic Products is carried out in accordance with the provisions and safety requirements of the Eurasian Economic Union Technical Regulations. The objective of the Customs Union Technical Regulations is to protect the life and health of the citizens of the Eurasian Economic Union.

An EAC Certificate for tobacco products is issued in compliance with the minimum safety requirements of the Technical Regulations TR CU 035/2014 - On the Safety of Tobacco Products. EAC Certification for alcohol-containing products is carried out in accordance with the minimum safety requirements of the Technical Regulations TR EEU 047/2018 - On the Safety of Products Containing Alcohol.

Application of Technical Regulations for Tobacco and Alcohol

The Technical Regulations of the Customs Union establish unified safety rules and safety requirements for the production of tobacco and alcohol products for export to Russia and the Eurasian Economic Union.

EAC Certificate for Tobacco

An EAC Declaration is provided for the EAC Certificate of Conformity in compliance with the Technical Regulations TR CU 035/2014 for Tobacco Products.

  • An EAC Declaration for cigarettes will be issued in accordance with Scheme 3D, Scheme 4D and Scheme 6D
  • An EAC Declaration for other tobacco products will be made under Scheme 1D and Scheme 2D

EAC Certificate for Alcohol

For confirmation of EAC Conformity and access to the Eurasian Economic Union market, alcoholic products must meet the requirements of the Technical Regulation TR EEU 047/2018. The EAC Conformity is examined and confirmed by a testing laboratory accredited in the Eurasian Economic Union.

Confirmation of EAC Conformity for alcoholic products is carried out by:

EAC Food Labeling

EAC certified food products are labelled with an EAC Mark of the Customs Union. Thus, EAC Compliance with Eurasian Economic Union Technical Regulations is confirmed. EAC stands for Eurasian Conformity. The EAC Marking must be attached to each individual production unit, packaging and accompanying document.

Requirements for EAC Marking:

  • Monochrome Color Scheme
  • Dimensions of at least 5 mm

Labeling of Food Products and Additives

The Technical Regulations of EEU States establish specific requirements for the labeling of food products. The label must be in Russian and/or in the official language of the respective member state of the Eurasian Economic Union.

The label must be printed in a clear and understandable form.

Food Packaging and Additives

The packaging of food and additives must ensure safe storage of the products. Through the packaging, the preservation of properties during storage, transportation and sale of food and additives must be guaranteed.

EAC Labeling of Transport Packaging

Transport packaging must contain the following information:

  • Quantity of the Product
  • Name of the Product
  • Storage Conditions of the Product
  • Company Name and Address of the Manufacturer
  • Import Ban on Certain Food Products
  • Number of Packages
  • Date of Manufacture of the Product
  • Date of Minimum Durability

Duration of EAC Certification of Food Products

The period of time needed for the issuance of the EAC Confirmation of Conformity with the EEU Technical Regulations varies greatly depending on the type of product. Authorized Representation for EAC Certification

According to the Eurasian Economic Union regulations, it is required that the producer must have a registered office in the Common Economic Territory in order to apply for EAC Approval.

Therefore, an authorized representative of the producer is required to carry out certification processes in the EEU States.

Often, a distributor of the producer from the Eurasian Economic Union States acts as the applicant. It is necessary to take into account that after certification, only this distributor has an exclusive right of sale for the whole certification period. In such situations, the manufacturer becomes dependent on his business partner.

If you wish to remain independent of individual distributors, we can provide legal representation. This task can be performed by our Russian branches in Moscow or Novosibirsk. After successful EAC Certification, we will issue a authorization for sales activity to all your distributors.

If, over time, you decide to part with certain distributors or hire new ones, we will support you in all your decisions and withdraw the authorizations accordingly.

Cost and Validity of EAC Approvals

The cost of issuing EAC Certificates and EAC Declarations is calculated individually depending on the type of product, the industry and the Technical Regulations. An EAC Certificate can be issued on a single or serial production basis. The validity period of EAC Certificates is also regulated differently. Normally, an EAC Certificate can be issued for a period of 1 to 5 years. The duration of the issuance of the EAC Certificate depends on both the particular product and the particular industry, as well as on the related Technical Regulations.
