EAC Certificate for Machinery and Equipment
An EAC Certificate for Machinery and Equipment serves as confirmation to the manufacturer that the products comply with the Unified Technical Regulations of the Customs Union (TR CU/EEU). Conformity is verified with an EAC Certificate or an EAC Declaration. An EAC Certificate is an official confirmation from the Eurasian Economic Community of compliance with standards and allows export to Russia and EEU Member States.
EAC Certification for equipment and machinery is carried out in accordance with legal requirements for newly developed and modernized machinery and equipment and their individual parts.
EAC Certification of Machinery and Equipments
The provisions of the Technical Regulations - On the Safety of Machinery and Equipment have certain similarities with the provisions of the European Union Machinery Directive 2006/42/EC, but are not completely identical to them.
In the Technical Regulations TR CU 010/2011 - On the Safety of Machinery and Equipment, a machine is defined as a composition of individual parts for a specific use, for example for a packaging or manufacturing process with a corresponding power supply source, a drive unit and a control system.

The Technical Regulations (TR CU) establish unified safety requirements for the safety of machinery and equipment and their built-in parts in the Eurasian Economic Union (EEU States).
The Technical Regulations contain safety regulations regarding the period of use, manufacture, commissioning, transport, storage and disposal of machinery and equipment.
EAC Certificate for Production Equipment
EAC Certification processes are carried out by accredited inspection bodies based in the Eurasian Economic Union. EAC Standardization and EAC Certification processes are carried out on the basis of technical documents and reports, sample products and in the form of an audit.

EAC Certification for Agricultural Machinery
EAC Certification for agricultural technology is carried out in accordance with the legal requirements and minimum safety requirements of Technical Regulations TR CU 031/2012 and Technical Regulations TR CU 010/2011. The Technical Regulations of the EEU states establish minimum safety requirements for agricultural facilities, technology and equipment for use on the territory of the Eurasian Economic Union.
The aim of the Eurasian Economic Union Technical Regulations is to protect the life and health of citizens and their property in the EEU. Agricultural machinery, plants, tractors and equipment are tested for EAC Conformity with the corresponding Technical Regulations of the EEU States before being placed on the EAC market (Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan).
Confirmation of compliance can take the form of EAC Certification and/or EAC Declaration.
EAC Certification of Agricultural Tractors and Trailers
EAC Certification of agricultural machinery is performed in accordance with the following technical regulations:
- TR CU 010/2011 - On the Safety of Plants, Machinery and Equipment
- TR CU 031/2012 - On the Safety of Agricultural and Forestry Vehicles and Trailers
A list of agricultural machinery and equipment subject to proof of EAC Conformity can be found in Annex NR 3 to the Technical Regulations TR CU 010/2011 On the Safety of Machinery and Equipment. The Technical Regulations TR CU 031/2012 regulate the EAC Conformity Assessment of Agricultural and Forestry Vehicles and Trailers.
Proof of EAC Conformity according to the requirements of the Technical Regulations TR CU 031/2012 On the Safety of Agricultural and Forestry Vehicles and Trailers is issued in form of EAC Certification.
During EAC Certification and EAC Declaration of agricultural and forestry technology, the following characteristics of machinery and equipment are checked:

EAC Certificate According to the TR CU 031/2012
The Technical Regulations TR CU 031/2012 regulate the EAC Certification of Tractors, Trailers and Their Components. This Technical Regulations contain three possible certification schemes (1C, 3C, 4C) for the EAC Conformity Assessment.
Schemes of EAC Certification according to TR CU 031/2012:

EAC Certificate According to the TR CU 010/2011
All agricultural and forestry machinery, plants, equipment, vehicles as well as machinery and equipment for animal keeping, animal feed, transport of animals and the like are subject to mandatory certification.
An EAC Certificate officially confirms to the German exporter that the EAC certified products comply with the requirements of the EEU Technical Regulations.
Products subject to EAC Certification and products subject to EAC Declaration are handled in accordance with the provisions of Eurasian Economic Union Commission Decision N620 and underlie mandatory certification.
EAC Certification is carried out according to the following certification schemes:
- 1C - EAC Certification for Serial Production
- 3C - EAC Certification for Serial Delivery and/or Single Production
- 9C - EAC Certification for Limited Serial Supply
EAC Declaration According to the TR CU 010/2011
The EAC Declaration in accordance with the provisions of the Technical Regulations TR CU 010/2011 - On the Safety of Machinery and Equipment is provided for industrial tractors.

EAC Certification for the Russian Railway
EAC Certification for the Russian Railway has been carried out since August 2014 in accordance with the Customs Union Technical Regulations, TR CU 001/2011 On the Safety of Rail Vehicles, TR CU 002/2011 On the Safety of High-Speed Trains and TR CU 003/2011 On the Safety of Railway Infrastructure.
The EAC Certification serves as guarantee for meeting the Technical Safety Standards of the EEU States, thus ensuring the life and health of passengers, as well as the proper storage of transported goods.
The Conformity Assessment of Russian Railroads is carried out by the Rail and Railway Transport Authority - Rosszhelesdor. It is carried out by the institutions accredited by Rosszhelesdor. During this process, the requirements for the Technical Regulations of the Customs Union are verified. If the goods comply with the Technical Regulations of the Eurasian Economic Union, an EAC Certificate is issued.
EAC Certification for Russian Railways is carried out in accordance with the following Technical Regulations (TR CU):

- TR CU 003/2011 On the Safety of Railway Infrastructure
An EAC Conformity Assessment in the field of railroad transport according to the Technical Regulations (TR CU) of the Eurasian Economic Union (EEU) is a mandatory measure and is controlled by supervisory authorities.
EAC Certificate for the Russian Railway

Production Audit for the Russian Railway
When conducting EAC Certification for EEU States or EAC Declaration for EEU States, a production audit is required for the product groups that pose increased risk to the health of citizens and the environment of EEU States. During the production audits, the production and production conditions are examined. After assessment of the product documentation and the results of the production audit, the EAC Certificate for railways is issued and entered into the Unified Register of EEU States.
EAC Marking of Equipment and Machinery
EAC certified products are marked with an EAC Marking of the Customs Union. Thus, EAC Conformity with the Technical Regulations of the Eurasian Economic Union is confirmed. When EAC Conformity with the minimum safety requirements of the Unified Technical Regulations of the Eurasian Economic Union has been confirmed, the products may be marked with the EAC Mark of the EEU States.
Marketing of products without appropriate EAC Marking will be punished by heavy fine and confiscation of products.
Requirements for the EAC Marking:
- Monochrome Color Scheme
- Dimensions of at least 5 mm
- Clear Color Contrast with the Surface
- Good Legibility Throughout the Life of the Product
The EAC Marking must contain the following information:
- Company Name
- EAC Marking
- Registry Number
- Headquarters of the Company
- Headquarters of the Manufacturer
- Date of Issue
- Validity of the Certificate
Authorized Representation for EAC Certification
The Eurasian Economic Union regulations require that the manufacturer must have a registered office in the Common Economic Territory of the Customs Union in order to apply for EAC Certification or EAC Declaration. Thus, a representative of the manufacturer is required to apply for the certification processes in the Customs Union if the manufacturer does not have a branch in the Eurasian Economic Union.
The representative must be based in one of the Customs Union Member States. Often, a distributor of the manufacturer from the states of the Eurasian Economic Union acts as the applicant. It is necessary to take into account that after certification only this partner has an exclusive right of sale for the whole certification period and must issue an authorization of sales activity to all other distributors. The manufacturer's representative must be based in one of the member states of the Customs Union.

If, over time, you decide to part with certain distributors or to engage new distributors, we will assist you in all your decisions and withdraw or recreate the authorization accordingly.
