EAC Certificate for Pressure Equipment

EAC Certification for pressure equipment is carried out in compliance with the requirements of the Customs Union (TR CU/TR EEU) Technical Regulations TR CU 032/2013. An EAC Certificate or EAC Declaration for Pressure Equipment is a mandatory document for product approval in EEU.

Pressure equipment is machinery and equipment used under overpressure. The aim of Technical Regulation 032/2013 is to protect citizens, their health and the environment in the Eurasian Economic Union. The Customs Union Technical Regulations TR CU 032/2013 define requirements and regulations for the safety of equipment operating with overpressure as well as their designations.

Application of Technical Regulation 032/2013

Pressure vessels that do not comply with these regulations may not be used in the territory of the Eurasian Economic Union. Thus, the requirements of the Technical Regulations are a prerequisite for export to the Eurasian Economic Union and must be fulfilled at all costs.

According to the Technical Regulations of the Customs Union TR CU 032/2013, equipment that uses overpressure must be specifically designed and produced in order to assure that certain risks are completely eliminated within the operations. The provisions of the TR CU 032/2013 Technical code share certain similarities with the European Union Pressure Equipment Directive 97/23/EC. However, the two regulations are not completely identical.

EAC Certificate and EAC Declaration for Pressure Equipment

According to the Customs Union Technical Regulations TR CU 032/2013, an EAC Certification Procedure or an EAC Declaration Procedure is provided for each EAC Certification. In this process, the EAC Conformity of the individual standards is checked and compared. If the regulations are compliant, an EAC Certificate / an EAC Declaration can be issued.

The Customs Union Technical Regulations TR CU 032/2013 is used for EAC Certification of several products, such as pressure vessels, pressure equipment, piping, valves and steam boilers. Starting at a pressure of 0.5 bar, all these products are treated in accordance with the provisions of TR CU 032/2013. 

Pressure equipment of the 3rd and 4th category listed in Annex No. 1 of the Technical Regulation TR CU 032/2013 have to be certified according to EAC Certification TR CU 032/2013. Pressure equipment of the 1st and 2nd category listed in Annex No. 1 of the Technical Rules and Regulations TR CU 032/2013 have to be declared according to EAC Declaration TR CU 032/2013.

No EAC Certification according to TR CU 032/2013 is required for these products:

  • Magistral and Piping Equipment
  • Equipment for use in the field of Nuclear Energy
  • Equipment for use on Seagoing and Inland Waterway Vessels
  • Components of the Equipment (e.g. Casing of Pumps, Turbines or Compressors)
  • Brake Systems of Rail Vehicles
  • Vessels for use on Aircraft
  • Medical Individual Pressure Chambers
  • Casing of High-Voltage Equipment
  • Non-Metallic Flexible Containers
  • Containers for Sparkling Water
  • Gas Distribution Networks
  • Armaments and Sound Absorber
  • Spraying Equipment

EAC Marking of Pressure Equipment

Equipment and Machinery that has successfully been certified in accordance with the Technical Regulations TR CU 032/2013 must be tagged with the EAC Mark of the Eurasian Economic Union. Placing products on the market without the corresponding EAC Marking is punished with heavy fine and confiscation of the product. The position of the EAC Marking is determined by the manufacturer and specified in the operating manual.

Validity of EAC Certificates for Pressure Equipment

Similar to other EAC Certificates, there are different procedures, such as a single, contract-based or serial production-based EAC Declaration or EAC Certification. The validity period of EAC Certificates and EAC Declarations can also differ. In general, the documents can be issued for a period of 1 to 5 years.

Authorized Representation for EAC Certification

The representative must be based in one of the EEU member States. Therefore, a distributor of the manufacturer from one of the states of the Eurasian Economic Union normally acts as the applicant. It is necessary to take into account that subsequently only this distributor has an exclusive right of distribution for the entire certification period and must issue an authorization of sales activity for all other distributors. 

In such situations, the manufacturer becomes dependent on the business partner who acted as the manufacturer's authorized contracting party during the EAC Certification process. If you wish to remain independent of your individual distributors, we can provide you with a legal contract person.

This task can be performed by our Russian branch. After the successful EAC Certification, we will issue an authorization of sales activity to all your business partners. Should you decide over time to part with certain distributors or engage new distributors, we will assist you in all your decisions and withdraw or grant the authorization of sales activity accordingly.

Legal Basis of EAC Certification

EAC Certification for Pressure Equipment is carried out in the Eurasian Economic Union in accordance with the provisions of the Technical Regulations TR CU 032/2013 - on the Safety of Pressure Equipment. The safety requirements of the Technical Regulations TR CU 032/2013 - on Safety of Pressure Equipment have many similarities with the European Pressure Equipment Directive 97/23/EC (PED), but are not identical.

Certification in compliance with the European Pressure Equipment Directive 97/23/EC (PED) can greatly facilitate, but not completely replace EAC certification in accordance with the technical code TR ZU 032/2013 - on the Safety of Pressure Equipment. Compliance with the requirements of Technical Regulations 032/2013 - On Safety of Pressure Equipment is a prerequisite for placing pressure equipment on the Russian and Eurasian EAC Markets.
