Process of the EAC Certification

EAC Certification can proceed according to different EAC Conformity Assessment Procedures. The process of EAC Declaration or EAC Certification depends on the characteristics of the vehicles and car parts and their impact on the safety of the product. All vehicles and car parts regardless of the type of the EAC Proof of Conformity are subject to testing at the accredited testing laboratories of the EEU States.

The tests can either be made once or as periodic production checks at the manufacturer's facility. The aim of the tests is to assure the quality of the products and to control the production conditions. The EAC Declaration or EAC Certification can be made for regular serial deliveries or only for a single delivery. The Conformity Assessment of car parts and motor vehicles is carried out in accordance with the provisions of the Eurasian Economic Union Technical Regulations TR CU 018/2011 - On the Safety of Car Parts, Motor Vehicles and Wheeled Transport Equipment and can be issued in the form of EAC Declaration or EAC Certification.

The EAC Conformity Assessment consists of the following steps:

  • Analysis of the Production
  • Analysis of the Documentation
  • Performance Testing
  • Audit of the Quality Management System
  • Control of EAC Certified Products
  • EAC Labeling of Products

After the confirmation of EAC Conformity, the product data on the issued EAC Conformity Certificates are registered in the Unified State Register. The EAC Certificates of Conformity for serial production according to the TR CU 018/2011 can be issued for 1 to 4 years. The application for EAC Certification and EAC Declaration for Vehicles and Car Parts can only be completed by an importer established in the Eurasian Economic Union. For this reason, authorized representation for the foreign manufacturer becomes necessary within the EEU States .

For EAC Approval of used car spare parts, a proof of EAC Conformity is not required. In order to export the used car spare parts, an EAC Negative Certificate is required for customs clearance. The EAC Negative Certification proves that the imported products are not subject to a mandatory the EAC Conformity Assessment. The manufacturer or the importer can also have the products voluntarily certified according to GOST Standards. The voluntary GOST Certificate is an additional confirmation of quality and is well appreciated on EAC markets. Afterwards, the GOST certified car parts can be marked with the GOST Markings.

EAC Certification of Highways and Roads

The Technical Regulation TR CU 014/2011 stipulates unified requirements regarding the safety of car roads and highways in the Eurasian Economic Union. The Technical Regulation TR CU 014/2011 - On Safety of Highways and Car Roads contains safety regulations regarding the design, contouring, construction and repair of roads and highways.

The EAC Proof of Conformity according to the Technical Regulation TR CU 014/2011 is a very complicated procedure and consists of several steps for various types of roads and highways.

The Confirmation of EAC Conformity according to TR CU 014/2011 can take the form of EAC Approval, EAC Expertise or other EAC Standardization Procedures.

The EAC Proof of Conformity in compliance with the Technical Regulations TR CU 014/2011 On the Safety of Highways and Car Roads may be standardized differently depending on the project and the type of road or highway.

In addition, the individual materials used in the construction project must be certified separately. For detailed information regarding EAC Proof of Conformity according to the Technical Regulations TR CU 014/2011, please contact us.

Difference between EAC Certificate and EAC Declaration

EAC Certification and EAC Declaration differ by several criteria:

  1. Application either by the Manufacturer or the Contract Person
  2. Registration of Conformity Certificates
  3. Validity Period of Declaration Documents
  4. Need for External Surveillance
  5. Classification of Products and Goods
  6. Necessity of Inspection Controls
  7. Methods of Conformity Assessment
  8. Quality Assurance of Products

EAC Marking of Vehicles and Car Parts

EAC certified products are labelled with an EAC Marking of the Customs Union. Thus, EAC Conformity with the Technical Regulations of the Eurasian Economic Union is confirmed. Any motor vehicle or component whose EAC Conformity with the minimum safety requirements of the Technical Regulations TR CU 018/2011 - On the Safety of Vehicles and Car Parts has been confirmed and for which the type approval has been granted must be equipped with an ECE International Approval Mark.

Duration of EAC Certification

The preparation time for EAC Approvals for motor vehicles and roads varies greatly depending on the type of product. In most cases, it takes about 30 working days to prepare the EAC Approval. Representation for EAC Certification

According to the Eurasian Economic Union regulations, it is required that the manufacturer must have a registered office in the Common Economic Territory in order to be able to apply for EAC Certification. If that is not the case, a representative of the manufacturer is required to carry out the certification processes in the Customs Union. The representative must have a registered office in one of the member states of the Customs Union. Often, the applicant is a business partner of the manufacturer from one of the states of the Eurasian Economic Union. It is necessary to take into account that afterwards only this distributor has an exclusive right of distribution for the entire certification period and must issue an authorization of sales activity for all other distributors.

In such situations, the manufacturer becomes dependent on his business partner, who acted as the manufacturer's authorized contract person during the EAC Certification or EAC Declaration. If you wish to remain independent of individual distributors, we can provide you with a contract person. This task can be taken over by our Russian branch. After successful EAC Certification, we will issue a an authorization of distribution activity to all your business partners. If over time you decide to part with certain distributors or engage new ones, we will assist you with all your assignments and re-issue the an authorization accordingly.

Legal Basis of EAC Certification

With the establishment of the Customs Union between individual EEU States, the norms and standards of each state have been harmonized into a single system. EAC Certification processes are applied for and carried out in all participating states of the Eurasian Economic Union according to the same principle. As a common basis, the standard forms for the preparation of documents within the Customs Union N896 have been established.

The legal framework of EAC Certification was laid by the decision on Technical Regulations in the Customs Union N319 and the decision on Unified Standardization within the Customs Union N620. The EAC Proof of Conformity for Vehicles and Car Parts is always carried out in accordance with the requirements of the Technical Regulation TR CU 018/2011 - On the Safety of Means of Transport before placing them on the EAC market . The EAC Certificate for Vehicles is issued by a service provider accredited in the EEU States.
