EAC Certificate for Electrical Engineering

An EAC Certificate or EAC Declaration for Electrical Engineering confirms to the manufacturer that his products / goods comply with the Unified Technical Regulations of the Customs Union (TR CU). EAC Conformity is proven with an EAC Certificate or an EAC Declaration. An EAC Certificate is a verification from the EEU States that the product complies with the standards of and allows export to Russia.

EAC Certification for Electrical Appliances and Radio Equipment is carried out in accordance with the legal provisions and requirements of the Technical Regulations for Electrical Appliances and Equipment.

The Eurasian Economic Union Technical Regulations establish minimum safety requirements for electrical appliances and equipment for use in the EEU States.

Prior to export to Russia and the Eurasian Economic Union, all electrical or electronic equipment, including household appliances, must proof EAC Conformity with the Minimum Safety Requirements of the EEU Technical Regulations and be certified in accordance with EAC Standards.

The safety requirements of the Technical Regulations TR CU 020/2011 bear similarities with the requirements of the European Union Directive 2014/30/EU and the requirements of the Technical Regulations TR CU 004/2011 are similar to the requirements of the European Union Low Voltage Directive 2014/35/EU, but they are not completely identical.

According to the safety requirements of the EEU Technical Regulations, electrical equipment must be produced in such a way as to protect people using the technology from overheating, fire hazards, electric shock and various other injuries.

The Technical Regulations TR EEU 037/2016 - On the Restriction of the Use of Hazardous Substances in the Production of Electrical Equipment and Radioelectronics establishes the rules for the use of mercury, cadmium, lead and chromium in the production of electrical equipment and radioelectronics.

The Technical Regulations TR EEU 037/2016 are equivalent to the European Union Directive 2011/65/EU (RoHS).

The Technical Regulation TR CU 020/2011 - On Electromagnetic Compatibility requires that the equipment is designed and produced in such a way that it does not cause electromagnetic interference and does not affect the functional capabilities of other equipment.

A Confirmation of EAC Compliance is issued as EAC Certification and EAC Declaration:

An EAC Declaration or EAC Certificate can only be applied for by companies located in the Eurasian Economic Union. Thus, an authorized representative in the Eurasian Economic Union is required.

EAC Declaration for Electrical Engineering

The mandatory EAC Declaration according to the Technical Regulations TR CU 004/2011, TR CU 020/2011 and TR EEU 037/2016 is subject to all other equipment and devices that are not subject to certification and are not in the lists of electrical equipment subject to certification. An EAC Declaration is carried out by an accredited certification service provider at the request of the applicant.

An EAC Declaration must be registered in the Unified Register of EEU States by a certification body established and accredited in the EEU Member States. An EAC Declaration has equal legal force and is valid for the entire EEU Community. In addition to the EAC Declaration, a GOST Certificate can be applied for, this is done by the applicant's own initiative.

The GOST certified products can be marked with the GOST Mark of conformity. It is possible to perform GOST Certification for all product groups in addition to EAC Certification or EAC Declaration. Additional GOST Certification is a proof of quality of certified products.

EAC Marking of Electrical Engineering

EAC certified products are labelled with an EAC Mark of the Customs Union. Thus, the EAC Conformity with the Technical Regulations of the EEU States is confirmed. After the EAC Certification is successfully completed, the EAC certified products must be marked with the EAC Conformity Mark.

The EAC Mark must be applied to each production unit, packaging and accompanying document.

The EAC Mark of Conformity must contain the following information:

  • Monochrome Color Scheme
  • Dimensions of at least 5 mm
  • Clear Color Contrast with the Surface
  • Good Legibility throughout the Life of the Product
  • Labeling on the Nameplate

The label must contain the following information:

  • Type
  • Make
  • Model
  • Designation
  • Technical Characteristics
  • Trademark of the Manufacturer
  • Date of Manufacture
  • EAC Marking
  • Country of Origin

If the label cannot be affixed to the device, this information must be integrated into the operating manual.

The operating manual must contain the following information:

  • Field of Application of the Product
  • Parameters and Technical Characteristics
  • Description for Safe Use of the Product
  • Information on Transport, Assembly, Storage and Disposal
  • Information about the Manufacturer
  • Information about the Importer
  • Date of Manufacture

The information must be provided in the Russian Language and/or in the official language of one of the Member States of the Eurasian Economic Union.

Duration and Costs of EAC Certification 

The period of time necessary for the issuance of an EAC Certificate or EAC Declaration for Radio and Electrical Engineering varies greatly depending on the type of product. Authorized Contracting Person for EAC Certification 

By legal regulations, it is required that the manufacturer must have a registered office in the EEU Common Economic Territory in order to apply for EAC Certification. Thus, an authorized representative of the manufacturer is required to carry out certification processes in the Customs Union.

The representative must be based in the Customs Union. Often, a business partner of the manufacturer from one of the states of the Eurasian Economic Union acts as the applicant. It is necessary to take into account that, afterwards, only this partner has an exclusive right of distribution for the whole certification period and must issue an authorization for sales activity to all other distributors.

In such situations, the manufacturer becomes dependent on this business partner. If you wish to remain independent of individual distributors, we can provide you with a legal contract person.

This task can be carried out by our Russian branch. After the successful approval, we will provide all your business partners with an authorization for the distribution activity.
