EAC Certificate for Cosmetics and Perfume

EAC Certification for Cosmetics and Perfumes is carried out in compliance with the provisions and requirements of the Technical Regulations TR CU 009/2011 of the Eurasian Economic Union.

The aim of the Technical Regulations is to protect the life and health of the citizens of the Eurasian Economic Union. An EAC Certificate for Cosmetics is a mandatory EAC Approval document.

The Customs Union Technical Regulations TR CU 009/2011 for EAC Certification of Perfumes and Cosmetic Products includes legal requirements for the Safety of Perfumes and Cosmetic Products.

Technical Regulations TR CU 009/2011

The Technical Regulations TR CU 009/2011 establish unified rules for the safety of perfumes and cosmetic products in the Eurasian Economic Union.

The Technical Regulations TR CU 009/2011 On the Safety of Perfumes and Cosmetic Products contains legal requirements for the production, content and packaging of perfumes and cosmetic products and serves to protect the life and health of citizens of the Eurasian Economic Union.

The Technical Regulations TR CU 009/2011 specify declarations and limits for physical and chemical composition, toxic, microbiological and clinical-laboratory measurement results, as well as information on EAC Labeling and packaging of perfumes and cosmetic products.

EAC Certificate for Perfume and Cosmetic Products

Several product groups are subject to confirmation of EAC Compliance, such as: skin care products, facial care products, hair care products, color cosmetics, body care products and perfumery products.

The requirements of EAC Declaration is determined by the list of EAC Declarable Products. All EAC Declarable Products have to undergo the EAC Conformity Assessment before export to Russia and EEU.

EAC Declaration for Perfumes and Cosmetic Products

The EAC Declaration is a manufacturer's declaration that the certified products comply with the requirements of the Technical Regulations of the Eurasian Economic Union. The EAC Declaration is carried out on the basis of manufacturer's data and is registered in the unified register of products approved in the EEU.

Registration of EAC Approval Documents is carried out by companies located in the territory of the EEU. Thus, an authorized representation of the manufacturer within the EEU States becomes necessary. Our Russian branch can perform this task for our German and European customers.

State Registration for Perfumery and Cosmetics

Perfumery products and cosmetic products subject to state registration are listed in Annex 12 of the Technical Regulations TR CU 009/2011.

These are products for skin whitening, permanent make-up, depilation, teeth whitening, various peelings, tanning cream, cosmetics for intimate care and cosmetic products for permanent waves and hair straightening.

Certification service providers accredited by the Russian authorities (Rosstandard and Rosspotrebnadzor) are responsible for the state registration of cosmetics, perfumes and care products.

The process of State Registration consists of an analysis of manufacturer information and laboratory examinations as well as production audits. All certificates of State Registration are entered into and kept in a unified register of EEU States.

The following products are subject to State Registration:

  • Peeling
  • Cosmetics for Children
  • Tanning Cream
  • Permanent Make-up
  • Products for Intimate Care
  • Products for Depilation
  • Products for Skin Whitening
  • Products for Permanent Waves and Hair Straightening
  • Perfumes and Skin Care Products with Nanoparticles
  • Fluoride-Containing Oral Hygiene Products (mass fraction of fluorides more than 0.15%)
  • Products for Teeth Whitening (hydrogen peroxide, carbamide peroxide, zinc peroxide)
  • Products for Teeth Whitening (hydrogen concentration maximum 0.1 to 6%)

EAC Labeling of Cosmetics and Parfumery

Certified products are marked with an EAC Mark. With this, EAC Conformity with the Technical Regulations (TR CU) of the Eurasian Economic Union (EEU) is confirmed. Cosmetic products declared to be in accordance with the provisions of TR CU 009/2011 must be labelled with the EAC Marking before being placed on the market.

The marking must be applied to each packaging unit of EAC certified perfumes and cosmetic products and/or shipping documents. The EAC Marking must remain visible and legible throughout the shelf life of the product. The marking may only be applied when the requirements of Technical Regulation TR CU 009/2011 are met.

Duration and Costs of EAC Certification

The preparation time for the EAC Declaration according to Technical Regulation TR CU 009/2011 varies greatly depending on the type of product. After the successful certification process, you will first receive a digital version of the  EAC Approval by e-mail. The original EAC Approval will be sent to the customer via document shipment.

Authorized Representation for EAC Certification

According to the regulations of the EEU States, it is required that the manufacturer must have a registered office in the Common Economic Territory in order to apply for EAC Certification. Thus, a representative of the manufacturer is required if the manufacturer does not have an establishment in the Eurasian Economic Union.

The representative must be located in one of the member states of the Customs Union. Often, a business partner or a distributor of the manufacturer from one of the states of the Eurasian Economic Union acts as the applicant. It is necessary to take into account that afterwards only this partner has an exclusive right of distribution for the entire certification period and must issue an authorization of sales activity for all other distributors.

In such situations, the manufacturer becomes dependent on his business partner, who acted as the manufacturer's contractual person during the EAC Declaration. If you wish to remain independent of individual distributors, we can provide you with a contract person. This task can be carried out by our Russian branch.

After successful EAC Certification, we will an authorization of sales activity to all your business partners. If, over time, you decide to part with certain distributors, we will support you in your decisions and withdraw the authorization accordingly.

Legal Basis of EAC Certification

The establishment of the Customs Union between the individual States of the EEU has harmonized the norms and standards of individual states into a single system. EAC Certification processes are applied for and carried out in all participating states of the Eurasian Economic Union according to the same principle. The establishment of the standard forms for the preparation of documents within the Customs Union N896 provides the legal basis for these processes.

In addition, the legal framework of EAC Certification was laid by the decision on Technical Regulations in the Customs Union N319 and the decision on unified standardization within the Customs Union N620. The minimum safety requirements for cosmetics, care products and perfumes are contained in the Technical Regulation TR CU 009/2011 On the Safety of Perfumes and Cosmetic Products.
