TR CU Certificate // Certification for EEU States

A TR CU Certificate confirms to the manufacturer that his products meet the Safety Requirements of the Russian National Technical Regulations. The Russian National Technical Regulations are structured similarly to the Technical Regulations of the Eurasian Economic Union. The main objective of the Technical Regulations is to protect the citizens of Russia. By reforming the outdated GOST Certification, the Technical Regulations of the Russian Federation were introduced.

The Technical Regulations of Russia have replaced the old GOST Certification system, which no longer met modern safety requirements, and greatly simplified the GOST Certification and EAC Certification. There are several product groups which have to be certified according to the requirements of the Technical Regulations and marked with the TR CU Marking before export to Russia.

TR CU Certificate // Certification for EEU States

TR CU Certification for Russia

A TR CU Certificate or TR CU Declaration issued for a batch delivery or for a period of 1 to 5 years is valid throughout the territory of the Russian Federation. Several product groups listed in the Decree of 01.12.2009 N982 are liable to TR CU Certification or TR CU Declaration before export to Russia.

Documents for TR CU Certification 

For the preparation of documents for technical approval such as EAC Certification, EAC Declaration, TR CU Certification, TR CU Declaration, GOST Certification, GOST Declaration and the like different requirements for the corresponding documentation are recorded according to the provisions of the TR CU Regulations. 

As a rule, the following documents are required:

TR CU Certification 

At the request of the applicant (manufacturer or authorized representative), a TR CU Certificate for Russia is issued by a certification service provider accredited in Russia. The implementation of TR CU Certification is conducted according to the different TR CU Certification Procedures. TR CU Certification for Russia can be made out for single delivery, serial delivery and serial production.

TR CU Declaration

A TR CU Declaration according to the requirements of Technical Regulations is a obligatory for assuring TR CU Conformity. The requirements for mandatory TR CU Certification are specified in Regulation N696 and Regulation N982. Usually, the importer of the products applies for the TR Certification. 

The differences between the processes of TR CU Certification and TR CU Declaration are very small. A TR CU Declaration is conducted for goods such as food, clothing and footwear, furniture, tools and the like. A TR CU Certificate is issued for product groups such as production plants, production machinery, pressure equipment, Ex equipment and the like. 

Startin from 01.07.2010, the new customs regulation of the Eurasian Economic Union between Russia, Belarus, Armenia, Kyrgyzstan and Kazakhstan became valid. According to the new Customs Regulation of the Eurasian Economic Union, existing national certification regulations such as GOST-R Certification, GOST-B Certification, GOST-K Certification, TR CU Certification have been replaced by the unified Technical Regulations of EEU States.

TR CU Certification vs. EAC Certification 

In order to export products to Russia and EEU States which are liable to conformity, compliance with EAC Standards of Technical Regulations of EEU States is mandatory. During the time of the Soviet Union, GOST Certification was applied. The GOST Certification system covered a large part of the Eurasian continent. In the Soviet Union there existed several GOST Standards for confirmation of mandatory GOST Conformity.

In 1991, the Soviet Union was dissolved into several independent states. The new independent CIS States tried to develop their own standardization systems. In Russia, the GOST Standards were reformed and the Technical Regulations of Russia were created. The Technical Regulations of Russia illustrate the minimum safety requirements for products subject to TR CU Certification or TR CU Declaration. The abbreviation TR CU stands for Technical Regulations.

In 2010, the free trade zone between Russia, Kazakhstan and Belarus was established. The free trade zone between Russia, Kazakhstan and Belarus was named Customs Union (CU). In 2011, a unified EAC Certification System was introduced in the Customs Union. Thus, the abbreviation TR CU - Technical Regulations of the Customs Union was created.

The Technical Regulations of the Customs Union show many similarities with the European Directives on Conformity and the CE Declaration of Conformity. With the establishment of the Eurasian Economic Union in 2015, the Customs Union was transformed into the Eurasian Economic Union (EEU). Thus, the terminology also changed, and the Technical Regulations of the Customs Union became the Technical Regulations of the EEU States. Furthermore, the unified EAC Mark of Conformity of the Eurasian Economic Union was introduced. The EAC Mark consists of three letters E-A-C. EAC stands for Eur Asian Conformity.

TR CU Certification vs. GOST Certification

What is the difference between EAC Certificate, TR CU Certificate and GOST Certificate?

The EAC Certificate of Conformity for export to Russia and EEU Member States can be issued in the form of EAC Certification, GOST Certification or TR CU Certification. The form of EAC Approval is selected in compliance with the regulations for Technical Regulation in EEU States. 

EAC Certificate for Russia and EEU States

An EAC Certificate is a confirmation of EAC compliance. EAC Certification demonstrates to the manufacturer that the certified product corresponds with the safety requirements of the EEU Member States. The abbreviation E-A-C Certificate or E-A-C Declaration stand for: Eur Asian Conformity Certificate or Eur Asian Conformity Declaration - a Certificate or Declaration of Eurasian EAC Conformity. The Eurasian Economic Union is a trade union and an economic union between Russia, Kazakhstan, Belarus, Kyrgyzstan and Armenia. The common customs tariff regulations, unified trade regulations and harmonized Technical Regulations (TR CU/TR EEU) apply on the entire territory of the EEU Member States.

The EAC Certification thus designates products that comply with the safety requirements of the EEU Member States. The products whose conformity with the safety requirements of the Technical Regulations (TRCU/EEU) has been confirmed by the EAC Certification or EAC Declaration can be sold throughout the customs territory of all the Member States of the Eurasian Economic Union. As a rule, no further approval documents, such as GOST Certificate or TR CU Certificate, are required. 

GOST Certificate for Russia and EEU States

A GOST Certificate represents a Certificate of Conformity and confirms that the goods comply with the standards of the GOST Certification system. Thus, a GOST Certificate is a proof that the GOST certified goods meet the safety requirements of the GOST System. Russia adopted the GOST Standards from the Soviet Union. Therefore, GOST Certifications or GOST Declarations are still considered proof of conformity today and are a mandatory for many products. 

Once the decision on the establishment of the Eurasian Economic Union (EEU States - Russia, Belarus, Kazakhstan, Armenia and Kyrgyzstan) and the introduction of Technical Regulations as a common EEU Conformity declaration method were made, the national safety standards in the individual participating states were harmonized. The new EEU Conformity Assessment Methods were introduced by the Technical Regulations of the EEU States. The current methods of EAC Conformity Assessment in the Eurasian Economic Union are EAC Certification, EAC Declaration and other EAC Approvals.

TR CU Certificate for Russia and EEU States 

A TR CU Certificate or TR CU Declaration confirms to the manufacturer that the goods comply with the requirements of the Russian Technical Regulations. To be exact, this concerns the Russian National Technical Regulations, which are structured similarly to the Technical Regulations of the EEU Member States. The main objective of the Technical Regulations (TR CU) is to protect the citizens of Russia. As a reform of the outdated GOST Certification System, the Technical Regulations of the Russian Federation were introduced. Several product groups in the Russian Federation are subject to TR CU Certification.

With the introduction of the Technical Regulations of Russia, the old GOST Certification system, which no longer met modern safety requirements, was replaced and the GOST Certification greatly simplified. Difference between EAC, GOST and TR Certificates

Compliance with EAC Standards, GOST Standards and the TR CU Guidelines of Technical Regulations of EEU Member States is mandatory for the export of goods to Russia and the EEU Member States. The German and European manufacturers are often confused about the legal requirements in the field of EAC Certification: 

The question arises: What is the correct - an EAC Certificate, GOST Certificate or TR CU Certificate?

EAC, GOST and TR CU are the three types of conformity assessment. To understand the background of the terminology in detail, you need to look a little deeper into the history of conformity assessment in Russia, CIS States and EEU Member States. In the Soviet Union there was GOST Certification. GOST Standardization covered the large part of the Eurasian continent with a population of over 200 million people. In the Soviet Union, there were several hundreds of mandatory GOST Standards.

Many Technical Regulations of the EEU countries have been harmonized with the European Directives. As a result, the Technical Regulations of EEU countries resemble the European Conformity Directives. With the establishment of the Eurasian Economic Union (EEU) in 2015, the Customs Union was transformed into the Eurasian Economic Union. Similar to the CE Mark of conformity, a unified mark of conformity was introduced for the Eurasian Economic Union. The EAC Mark consists of the three letters E-A-C which stand for Eur Asian Conformity.

The TR Marking of TR Certified Products, which are liable to TR CU Certification requirements according to the Technical Regulations, is a basic prerequisite for market access in the Eurasian Economic Union. Placing goods and products on the market without adequate EAC Marking is punishable by law and will be prosecuted in Russia and the EEU States. Authorized Representation for TR CU Certification

According to the Eurasian Economic Union regulations, it is prescribed that the manufacturer must have a registered office in the EEU Common Economic Territory in order to apply for TR CU Certification. After the reform of the National Technical Regulations and harmonization of the National Technical Regulations on July 18, 2010, the National Technical Regulations and safety requirements of the individual states in the Eurasian Economic Union have been gradually dismantled and replaced by the Technical Regulations of the EEU States. Most of the Technical Regulations of the Eurasian Economic Union were based on the European CE Directives and harmonized with the EU Directives. Thus, there are many similarities between European CE Standards and Eurasian EEU Standards. Furthermore, just like the CE Mark of Conformity of the European Union, an EAC Mark of Conformity of the Eurasian Economic Union was introduced.
